In terms of a general statement, we've found that the community has had a shifting perspective on permission to podfic, and compared to a time like 2008, authors by majority seem to be far more open to transformative works such as podfics. For our specific challenge, when it comes to permission we are incredibly open to interpretations of what permission means.
For example, blanket permission is a wonderful thing that we thank authors for and promote the inclusion of every day - if an author or fic has blanket permission, feel free. Should a fic be abandoned quite clearly - i.e. the author is anonymous (and they haven't explictly said no transformative) or abandoned, those works are generally considered free game as well because they've been 'abandoned' by their authors.
As a rule of thumb myself (hi, I'm Cain the mod!) - I will always reach out to an author for permission before I podfic something. More recently there has been a trend of people NOT asking permission to podfic and being loud and proud about NOT doing so - which I personally do not agree with - but at the end of the day, I am not an authority on podfic permission and it is not my place to police this.
FOR THIS CHALLENGE - blanket permission works are all good. If you go and ask an author and they give you permission - all good. If you know an author and/or there is an unspoken agreement that they're fine with podfic, then go for it. Anonymous/abandoned works? Go ahead! If you have any specific circumstances that you're not sure about, please feel free to come to us (be it here, or our twitter podween - our DMs are always open). But the main thing to keep in mind is that if you don't ask, you'll never know.
